English citizenship and a British passport are both held by Rishi Sunak. He was born a British citizen.
His father, Yashvir Sunak, is a general practitioner in the UK and was born in Kenya. Usha Sunak, his mother, was born in Tanzania and is currently the director of a UK pharmacy.
His grandfather made the journey to East Africa with their family after being born in Gujranwala, in the Punjab area of British India. Gujranwala is located in Pakistan today, but when his ancestors were growing up, it was part of British India.
Therefore, one can conclude that Rishi Sunak is of Indian descent because his grandparents were born in India (because Pakistan didn't exist at the time).
