Can Russia reserve the right to sell BrahMos missiles to any country they want to, like China?

BrahMos is developed by joint venture of India and Russia hence for any sales of BrahMos the mutual consent of both the countries is required. Ie., India sold Brahmos to Afghanistan., which they deployed on Pakistan border before some years, was sold by mutual consent of both Russia and India. Similarly many countries had in past expressed interest to buy Brahmos with Vietnam and Phillipines showing urgency. The missiles were sold to Phillipines during this time too with the mutual consent of both Russia and India and the profits were shared by both countries respectively. Hence Russia alone cant sell Brahmos to China w/o consent of India which is impossible in any dimension of time!!
